Die laatste zin geeft mooi het doel aan: enhance the marketability of the Gripen.
Om de motivaties voor de bedrijven die met de wederopbouw willen helpen beter te begrijpen zou ik het boek "Confessions of an economic hit man" aanraden van John Perkins. Het is in principe precies hetzelfde als wat China doet: geef een land een lading geld, vertel ze dat ze dat moeten investeren in XX want dat zou zo goed zijn, vervolgens vallen de resultaten flink tegen en heb je ze aan de haak: of je doet wat wij zeggen op we komen het onderpand opeisen.
Als je een oorlog wint en het land opbouwt, dan betalen ze gewoon hun leningen terug en ben je klaar. Maar mocht de oorlog nou eeuwig doorgaan dan heb je een mooie reden om raketten en vliegtuigen te blijven kopen en bij elke pauze alles weer op te bouwen om het vervolgens een maand later weer plat te gooien. Het is makkelijker een land in oorlog te houden dan elke keer een nieuw land binnen te trekken.
Politici (en de legerleiding) doen hier graag aan mee, onder andere vanwege wat tamary aangeeft. Bovendien doneren de bedrijven die hier van kunnen profiteren graag aan politici en willen ze ze graag mooie baantjes aanbieden als ze met pensioen gaan.

Hoe jij de quote interpreteert is ook maar net de vraag of het klopt. Hoe ik het lees, is dat de perceptie niet goed is. Dat heeft natuurlijk invloed op de mentaliteit van de militairen daar. Om die perceptie 'op te lossen', heeft Biden aangegeven dat het verstandig is om een toespraak te geven over een nieuwe militaire strategie. Mutter Courage is trouwens een uiterst problematische naam.
Zij is 'marketentster': niet direct iemand die wapens maakt, maar wel leeft van de handel aan soldaten.
Omdat ze met het leger meetrekt, noemen de soldaten haar courage.
Een van haar dochters is echt dapper: als ze hoort van een verrassingsaanval op een slapende, nabije stad steelt ze stilletjes een trom en slaat alarm. Het dappere meisje sterft, maar de stad is gewekt.
Ook haar andere kinderen sterven in/aan/door de soldaten.

Als je geen reserve hebt houdt het op hè. De Humvees zijn best safe. Kogelvrij glas en zo. Maar als dat glas geraakt wordt moet je het vervangen. Anders is het niet meer zo helemaal kogelvrij. Dan is de vraag: wat heb je op voorraad?
